The quality of a medicinal product is defined as a reproducible set of critical
quality attributes that ensure identity, strength, purity, and performance throughout the
shelf life and use conditions. A clear example is the replacement of lactose with mannitol
in moisture-sensitive formulations to reduce Maillard-type reactivity with amine-containing
APIs. Quantitatively, excipients typically constitute about 80-99% of the mass of many
solid oral dosage forms, meaning their variability can dominate batch-to-batch performance.
From a scientific standpoint, this repositions excipient selection as a primary design variable
within quality-by-design logic, where material attributes are linked to process parameters
and final performance

В статье рассматривается сущность экономических санкций как инструмента международного политического и экономического воздействия. Исследуется историческая эволюция санкционных ограничений – от торговых блокад до современных целевых, финансовых, секторальных и технологических режимов. Раскрываются функции санкций (принуждение, сдерживание, сигнализирование, ограничение возможностей) и механизм их воздействия, включая адаптационные стратегии объекта. Отдельное внимание уделено проблеме эффективности санкций, в том числе принципиальному различию в трактовке «эффективности» экономической и политологической науками, а также вопросам легитимности односторонних и экстерриториальных санкций в международном праве. Обосновывается вывод о том, что санкции представляют собой комплексный инструмент экономического принуждения, результативность которого определяется не масштабом давления, а совокупностью экономических, правовых, адаптационных и системных факторов.

INTERNATIONAL CULTURAL ACTORS AS ARCHITECTS OF THE CONTEMPORARY ART ECOSYSTEM IN UZBEKISTAN

This paper considers international organisations and foreign cultural institutions
as key actors in the development of the contemporary art ecosystem of independent Uzbekistan.
It compares four models of support: institutional funding by the Swiss Agency for Development
and Cooperation, capacity-building by the Goethe-Institut, the creative-economy approach
of the British Council and the selective cultural diplomacy of the French Embassy and the
Alliance Française.

IMPLEMENTATION OF DIGITAL TWIN TECHNOLOGY AS AN INTEGRATED SOLUTION FOR SUSTAINABLE URBANIZATION CHALLENGES IN TASHKENT SMART CITY

This paper examines the practical implementation of digital twin technology as
an integrated response to sustainable urbanization challenges in Tashkent. The proposed
approach combines spatial data, real-time sensor information, municipal registers, forecasting
models, and decision-support tools in one governed platform. Instead of digitizing individual
services in isolation, the digital twin links transport, land use, utilities, environmental
monitoring, emergency management, and public services. The paper defines an
implementation architecture, phased roadmap, governance mechanism, priority pilot projects,
and outcome-based indicators suitable for Tashkent Smart City.
