IMPLEMENTATION OF DIGITAL TWIN TECHNOLOGY AS AN INTEGRATED SOLUTION FOR SUSTAINABLE URBANIZATION CHALLENGES IN TASHKENT SMART CITY

Abstract

This paper examines the practical implementation of digital twin technology as
an integrated response to sustainable urbanization challenges in Tashkent. The proposed
approach combines spatial data, real-time sensor information, municipal registers, forecasting
models, and decision-support tools in one governed platform. Instead of digitizing individual
services in isolation, the digital twin links transport, land use, utilities, environmental
monitoring, emergency management, and public services. The paper defines an
implementation architecture, phased roadmap, governance mechanism, priority pilot projects,
and outcome-based indicators suitable for Tashkent Smart City.
